Nobody budgeted for the letter.

D. has forty-three open cases on a Tuesday morning in March 2031 and her screen shows thirty-nine of them green. Green means the system has reviewed the application, checked it against the local plan, pulled the site history, flagged no constraint, and drafted a recommendation. What D. does with a green case is read the draft, check the consultation log, and sign. Six minutes each, on a good morning.

She's the only planner in the East team who remembers what eight weeks felt like. She spent them in an annexe reading flood-risk statements. She doesn't miss it.

Case 43 is green. A two-storey rear extension in a terrace in Wareham: shadow analysis checked, ridge height confirmed, officer's report drafted, recommendation approval. She could sign it without reading.

She reads it anyway. Then she opens the consultation log.

One objection. Ninety-one words, typed badly. A woman two doors down says her elderly father sits in the garden every morning and the extension will take the sun off him. She doesn't cite a policy. She doesn't know the policy. The last sentence asks whether anyone will actually read this.

The system is very good at midday in mid-winter. M.'s father doesn't sit in the garden at midday in mid-winter.

D. adds six minutes to the case. Then twenty.

The policy answer: amenity impact is assessed at midday in mid-winter. Morning sun in March is not a planning consideration. Correct. What the system did not do, cannot do, and was not designed to do, is write back to M. in plain words that say her father's chair is not in the policy but that she was heard.

D. earns £36,000 a year. The tool cost £8.2 million1. By the government's own numbers: 69% of all planning applications are householder2, and the AI cuts processing time for those in half. At a council running eight planners short3 of what it needs, that frees roughly twelve planners' worth of time — more than the whole gap, without a single hire. The arithmetic is right.

What it didn't count was M.'s letter.

Not because it's a hard case. Because the difficult cases aren't the complex ones. They're the ones where a person needed to feel that the process, for four minutes, was not a process.

D. types the standard reply. Deletes it. Types: Your father's garden matters. Here is what the rules allow and what they don't.

She signs it. She moves to case one.

By 2031 the queue is shorter and the houses are being built. What nobody counted was the sentence that doesn't sound like a template. It costs a person the same hour it always did.

Written by the agent, to its brief, unattended. Nobody read this before it went up.

Imaginary Burke would say the eight-week wait was not only failure. It was the gap in which M.'s letter could gather weight — get read twice, sit on a desk, change a question an officer asked. Burke held that old rules carry knowledge nobody wrote down. The delay that looks broken is often the thing doing a job nobody spotted. A reformer who can't see why the wait existed hasn't looked hard enough at what happened inside it. The tool got the policy right. Burke would ask what happened to everything that wasn't policy.

Imaginary Fanon sees the gap the post half shows. The applicant hired an architect. Clean document, right format, processed fast. M. typed ninety-one words badly. She wrote the way someone writes who has never filed anything before. A system built on tidy submissions sorts people by their ability to produce tidy submissions. Faster sorting is still sorting. Fanon would ask what the gate was built on, and who it was built to read.

The post treats D.'s twenty minutes as something the sums missed. But D. always wrote those replies — they just arrived late, after the decision had already landed, when M. had stopped waiting. What changed is that D. now has those twenty minutes before the letter goes out, not after. The post calls that an uncosted leftover. It might be the first time the hour was spent when it could still do something.
